Yes there is really a Hall of Fame. You get into the Hall of Fame by winning the Chairman's award. The teams that have won the Chairman's award are listed below and the year they won it. The teams in red are still active according to the FIRST website.

1992: Team 191 "The X-Cats"
1993: Team 7 "The Labsters", there is currently a team 7, I think it's a recycled number because their history starts in the year 1997.
