Rule G14

Can somebody elaborate on rule G14. I get the idea of it but I don't get it.

Re: Rule G14

If your alliance scored 2x your opponents last match, your team will have one less ball available to the Payload Specialist. If 3x, 2 less balls. What kind of balls they are depends on which Payload position your team takes. If at the Outpost on the side of the field, then less Empty Cells. If at the Airlock on the ends of the field, then less Super Cells.

But you need the empty cells to be able to use the super cells so does it really matter?
