the wording makes me wonder whether it means that the only way a Payload Specialist can score is by launching the super cell but that there are other legal ways of scoring with them or if the only way to score with them is by having the PS launch them.

This should be refined in a Q&A question. I do not believe a robot should be disallowed from scoring with the Super Cells.

The rule doesn't state that the Payload Specialist cannot throw the Super Cell to their own robot, it merely clarifies that scoring them directly is legal. I would assume that since there is no limitation as to where in the Crater the Payload Specialist can throw the Super Cell, it is perfectly legal to throw them to your robot or your alliance partners' robots. This is just my interpretation based on the wording, you definitely want to ask this question on the official Q & A.
