##FRC is fairly open, anyone can change a topic for news or what not, there are a handful people (including me) able to mute trolls (or ban for join floods), or change channel modes/lock the topic, etc, but none of them stay opped (I find it distracting in a "community" channel).
Regarding TeamSpeak, it has bad operating system support (to it's credit it is getting better), I personally recommend the far superior
Mumble.
