It doesn't matter. The only thing extra for the veteran teams is their experience with it. Everything else is new.

If it is unfair to rookies, it is unfair to everyone.

Each year EVERYONE is presented with the SAME challenge. SAME kit o' parts. SAME budget. Differences? Sponsors and experience. Both do help (esp. the sponsors), but experience in FIRST is not a deciding factor at all, just a small extra boost (IMNSHO).
