Do just the members of the team have to sign up for this, or does anyone who wants to go to the competition need to sign up?

When are we supposed to get our badges because I signed up about a month and a half ago but I still havn't received it. Do we get it at the Nationals or what?

Lori sent an e-mail to the team contacts last week. They are having trouble getting all of the badges out.
The message is pasted below:
