What can the outpost payload specialist do?

We are trying to find out whether the outpost payload specialist can
put their hand through the 9.5 inch hole in the shield? In what ways can they "give" or "handoff" the ball to the robot? Are their rules written up on this?

Also, how low is their seat and what is the purpose of the seatbelt?

The human players cannot reach through the hole, they have a 36" claw to pass the orbit ball(s) through the hole. The seat is right on the ground, maybe 2-3" off the floor, and the seatbelt is to ensure that they do not get up to reach over the panel, and to keep a safe distance from the robots.

My understanding is that the claw/hook is only for retrieving balls from the corner refueling stations per <G40-C>. I see no references to it in connection with the outpost.

From the outpost, a payload specialist may enter moon rocks into the playing field (over the wall or through the hole <G21>), and may also enter empty cells into the field (through the hole only <G22>). There does not appear to be any legal way to refuel the outpost payload specialist.

The outpost payload specialist should take care not to touch any robots <S02>, remove their seat belt <G39>, or stand up (also <G39>). Any of these actions is likely to result in a penalty.

I do not see an explicit rule stating that you can't reach through the hole if your arms are long enough to do so from the restrained seated position, but doing so seems rather dangerous and likely to result in a violation of <S02>. Previous games with robot to human handoffs have included explicit penalties for either the robot or the human crossing that sort of safety barrier.

Per <G21> the Outpost Payload Specialist cannot throw the Empty
Cell ball over the Outpost Shield. Sounds like it can only go through the hole.

The empty cells may be dropped or even tossed through the hole, just not over the wall. Moon Rocks may be thrown. Make sure to watch those hands!
