Okay this is what the display says on the DS:

System : Enabled

Right now the dongle switch is up though, if I restart it with it down instead of enabled it wil say disabled, so is there any other info you need, or what is the problem? TY For all the help!

On the DS push and hold the "up" arrow button for what seems like a minute.
