Rollerskate drive system for Lunacy

Thinking exo-box-icly for Lunacy:

Imagine 4 wheel rollerskates with free spinning 6" rover wheels.
Now imagine a bi-pedal roller skating robot with dynamic stability.
To be legal, it will have to have a <28x38 rectangular rigid hoopskirt
on which to attach the bumpers and trailer hitch.
Each Leg needs at least 3 degree of freedom:
less than 90degree rotation (ankle twist)
up-down or use mass shifting
long push stroke (pnematics?) at angle to inline direction

A rover-wheeled rollerskating rectangular-hoopskirted robot costume would make a game-appropriate and unusual mascot.
