question about <G14>

for example: if we have these 3 teams playing as one alliance-
team1, team2, team3 and they got 2x scoring than the other alliance>>
in the next match if we have:
team1, team x , team y played as one alliance -
** is team x, or team y allowed to use 2 super cell ??
** if team 1 played a second match and they were not allowed to use 2 super cell. but the third match they played with team 2 whose match is the second and they are not allowed to use 2 supercell .... so what about team1!!
is it fair that team 1 played the third match without a 2 super cell ??
