Should you get 2x your opponent's score, in your next match your PAYLOAD SPECIALIST will lose 1 ball. If he is at the OUTPOST, he will get 1 less EMPTY CELL. If he is at either FUELING STATION he will only have the opportunity to trade for 1 SUPER CELL.

*Yes. Team1 is also allowed to use a SUPER CELL/EMPTY CELL it's just that their PAYLOAD SPECIALIST gets 1 less SUPER CELL/EMPTY CELL.

**I don't think I understand the question. Do the above clarifications help though?
