If your team's PS is in the Outpost, and you are down by 1 cell, your alliance can use a total of 3, not counting the other alliance's. Your PS loses 1 empty cell, which then cannot be exchanged for a Super Cell. So you have a maximum of 3 super cells available, not counting your opponent's missed shots.

If, on the other hand, your team's PS is in a Fueling Station, you lose 1 Super Cell and no Empty Cells. You still only have 3 Super Cells, not counting your opponent's missed shots.
