Has anyone queried FIRST on this? After re-reading Update 3, I still feel that Raul's interpretation is correct. The first paragraph of M19 states "...Teams wishing to fabricate additional parts may purchase off-the-shelf materials and bring them to the event site. Fabrication may resume after the team has checked-in at an event site on Thursday...." I think the last paragraph is referring to fabricating parts somewhere other than at a competition site.
