Looks like the bolt above the wheel, the one on the right side, sits in a slot, and can be used to tension the belt.

wont the belt grinding on the pulley create a lot of electrical noise and mess with your wheel sensors?

Judging by the picture, it seems that they are using dead axles (wheels rotating on what appear to be bolts, likely with some sort of spacer over them), so they probably don't have any sensors mounted to the wheels themselves.

Nor do I think that the belt would create sufficient amounts of noise to create any significant interference with sensors (especially a toothed belt).
