I'm under the impression that it takes quite a while to plan nationals (I heard from somewhere they plan at least a year in advance). Given that, Disney probably wasn't expecting this many teams this year and had to set the limit because they didn't have time to prepare. It would be very un-Disney like for them not to prepare for it for the next year. I would most realistically chalk this year up to an unexpected number of teams wanting to go more than anything else. Although, it could just be Disney can't handle any more teams...
