The question seems to assume a context that isn't obvious to me. Pneumatics on an FRC robot is on/off by nature, so I'm not sure what the issue is.
Maybe if you described more about the on/off switch, and what you want to happen when it is turned on or off, it would be easier to give a useful answer. |

Just need it to turn work a pneumatic cylinder. Sorry for the confusion. Didn't think about that part when I asked the question.

The solenoid VIs are in the Solenoid subpallette, inside the functions pallette at "WPI Robotics Library" » "Actuators" » "Solenoid"
