Mike, There are ham emergency comm groups everywhere. Just Google ARES, Amateur Radio Emergency Service. They work with Red Cross, and local and state emergency groups and participate in disaster training and simulation. They are often the first to get communication in disasters like Hurricane Katrina and flooding.
