[OCCRA]: Height of the VEX Rim

On page two of the 2009 OCCRA rules manual, GR5 states:

Quote:
Each of the basketball structures on the VEX field has a rim that is 22” above the floor, plus or minus one inch.
However, later, on page six, VGR3 says:

Quote:
Each of the basketball structures on the VEX field has a rim that is 28” above the floor, plus or minus one inch.
Which height of the rim is correct?
