Judging by the other language in that section (specifically #16) I would say that the rule is saying any number of zipties provided that each individual ziptie is less than 11" in length.

I will agree with the entire post, it would seem a little difficult to use many zip ties if you could only have 11" total on the entire bot. It would also be very time consuming in inspection to measure every one and add it up.

Don't even think about using a 12" zip tie. What are you going to want next, duct tape? It's a slippery slope I tell ya.
