You don't need that space. The ball rolls under the bumper zone as it is (having a rough diameter of 8 inches) So you have nothing to put a space there for.
Also no, that set up is not legal. must cover 100% of the bot. |

100% means bumpers go all the way around the robot. No gray area here.
