Question Define: active ball control

According to Rule <G45> Robots may not control ball direction with active mechanisms above the bumper zone.

My team was tossing around the idea to have a plate that was raised with a pneumatic cylinder to block incoming shots but still allow us to move through the tunnels. My question is even if the plate was currently static would that violate this rule?
