We fixed it! we re-reran the DS update, an when it popped up with what to install, we had it remove all cypress componets from the update. then, we ran the update again and had it install the cypress update. We transferred the software to the IO board, and the Driver Station detected the board.
Too all that are having problems with the driver station: Have the update uninstall the componets. then run the update again and install the componets. Its worked for us on all our problems!

Installing the latest PSoC Update also works.
When you bring up the PSoC Programmer go to the Utilities tab and choose "Check for Update", download and install. You will need Internet access for this.
