Default windriver program, no code and warnings on CRIO console out

Have put in all updates I can think of, flashed the CRIO several times with V19. Program compiles with no warnings. Default program .out is created. Download is successful. However power recycle of CRIO produces many warning messages on CRIO console .out serial port. Driver station shows no code. Please help.
