Is it legal to hook up two robots before the last 20 seconds of the match?

There is nothing that specifically prohibits it. Just be sure you stay within size rules - there are several ways to accomplish that.

Right. The second robot would have to stay in NORMAL CONFIGURATION unless it is touching the tower, even if the first is already touching it.
