they are just trying out different numbers
I think FIRST is just using different numbers at this time to see how many teams would actually register for the Championship event. After all, they are using a new system, so they don't really know which limit is best for the system. They probably have a range of numbers for the limit due to resources for that huge event...
So, I won't be surprise that, if by the end of December there are still 4 spots left, FIRST just leave that number alone and let there be spaces. After all, consistency is important to FIRST, and the rule is the rule. It is just the same if in the beginning they set the limit 4 space less.
