If you look at the serial output, it will display error messages and help determine the cause. The issue is likely caused by an old cRIO image or an old version of WindRiver tools.

Have you completed all of the available updates for the driver's station, cRio, and windriver workbench?

The number cause of this issue (that I have seen) is not updating everything properly.
