Switching Bumper Colors

Hello from team 2443
our team has a question that has been debated over back and forth between team members but now as we're getting down to the end of the build season we need a definite answer.

Is it legal to use velcro to change the color of your bumpers? the idea we had was to just change the outside color instead of changing the whole bumper itself.

And if it is illegal what ways have come up in your area about changing bumper color?

It is legal to change the covering of the bumper, not the whole bumper.
Would it fall off during a match? If so, penalty.
If it has the slightest chance of falling off during a match, I wouldn't use it. Something secure would be better, two complete sets of bumpers would be the best.

Where did you find this rule? In the manual I read,a certain rule, rule <R07> g, said that each set of bumpers (including any fasteners and/or structures that attach them to the robot) must weigh no more than 20 lbs, which our team read as having more than one set of bumpers, but each can weigh up to 20 lbs.

Also in <R07> I, it specifically states that Velcro should not be used to fasten bumpers to the robot. It has to be a rigid fastening system.

Edit: Also, as Don said, read rule <R12>. There it specifically says that a team may create two sets of bumpers, as long as they are identical except for the color.
