yet another noob Spike question

Our current status -
We have driven our robot, we're running Java, it can identify targets using CircleTrackerDemo. I am pretty sure we have all the latest updates installed and working.
We are trying to get pneumatics working for the first time (ever). We have a Digital Sidecar connected to a 9403 in slot 4. On the DS, the Bat, 9v, and 6v lights are on solid, the Robot Signal Light is blinking (in a somewhat random fashion, but fairly slowly when enabled in teleop).
When we run the BuiltinDefaultCode project, we put the robot into autonomous mode, but we do not see the Kitt light display on the DS (no LEDs are lit in the relay section ever.) However, if we modify the telopPeriodic method of this code to turn on solenoid 5 (for instance) as follows -

m_solenoids[5].set(true);

the #5 light on top of the 9472 in slot 8 lights up (these did not show the Kitt display, either.) We put this code in the teleopPeriodic method after the solenoids are set up.

(FYI, the Kitt method had a bug in it, it crashed because it was trying to access solenoid 8, when the highest it should go is 7. We commented out the accesses to entry 8 so the Kitt method would not crash the cRio. This had no positive effect on our problem, thoough.)

We have connected a Spike relay to the Power Distribution Board, and the LED on it is glowing amber, and never changes. We have a PWM cable running from relay slot #one on the DS (plugged in such that the black line is under the "B".)

We are trying to get the pneumatic pump to turn on. Any help any one can provide would preserve what little hair I have not pulled out yet.
