They are two separate programs that just happen to communicate with one another.
The Dashboard code and the Robot code are not combined, although they can be placed into the same project. It's just as easy to keep the projects separated. If you do combine them into the same project, then they are still separated by the target platform. The Dashboard goes under "My Computer" and the Robot code goes under "RT CompactRIO Target"
