Exclamation Bumper Zipper Legality

We are planning on using a bumper with a black base colour, and two cover slips that zip up, using metal zippers, on the side FACING THE INSIDE OF THE ROBOT, and attached to frame with T-Bolts with bolts through them that have O-rings through them(the bolts) as well.

Would this concept be considered legal, and if not, why? Thanks for the feedback!
