The safe mode toggle is not like safety goggles for the cRIO. It means that the cRIO will only load a small number of drivers. You do not want to have the safe mode dip on unless you are having problems with a corrupted image and want to flash or debug it.
Read the cRIO documentation if you want a more complete explanation of what the dips do. Greg McKaskle
