Ok, I have a feeling there is something very wrong going on here. Lets start with some definitions;

JAGUAR: Motor controller, controls speed and direction of motor
SPIKE: relay or switch controlled by program, all or nothing (on or off)

There should only be one spike powering each motor regardless of what kind of motor it is. And spikes should never be hooked up to speed controllers (jaguar or victor).

If your saying you have two motors hooked up to the winch, make sure their both turning in the correct directions. If you are driving them against each other, they will stall out and trip the breakers.

And third, it is very possible that the motors can't overcome the forces required to lift the robot causing the motors to stall and trip the breakers.
