The section that you highlighted is basically saying "Don't create something that will interfere with someone's sensor system".
If they had a giant array of outward facing IR LEDs, I think they'd have a problem, but the way that they're using their infrared sensors seems perfectly legal to me. |

Its legal because we do not intentionally try to interfere with other robots systems.
