Thank you so much for your gracious response - I was fairly certain the issue was involved with the Arena's rules, union requirements for running power, or similar issues. I will email you separately about what might work, but it might be good to open it up as a separate thread eventually on Chief Delphi so that other teams can provide input. We have our particular requirements but other teams might have different ones.
