No, because working with local politicians wouldn't be a substantial part of our activities.

I'm sure that if we devoted a significant amount of energy to such activities someone could call us out on it, but in the incredibly improbably chance that we found ourselves in a legal battle, I have a feeling that the fact that our main purpose (and main focus of our energies) is to build a robot for FIRST would force a ruling in our favor.

Plus, compare any time a team spends talking to local politicians to the amount of time spent working on the robot during build season, and I doubt anyone would label the former "substantial!"
