If you look in the top right corner just above the actual dashboard, you will see an arrow. When the arrow is broken like it is in your picture, it means something isn't wired right on the block diagram. That's probably why you aren't getting a picture.

Sorry, I posted the dashboard of another driver station on a different computer because the programming laptop was not accessible. Here is the real print screen. Also, we are programming in windriver.

Since you can connect to the http server on the camera and see that it works there, switch to the config pages and look at the user accounts and settings. In particular, see that the camera has an account with user name of "FRC" with same for password. This is normally done by the Camera Configuration, but can also be done by hand.

We just managed to get it working by messing around in the configurations. We don't really know how we did it but we did.
