Jag/ CIM compatability problem

We decided to attempt a four wheel direct drive system for the time being and to run some tests with it. However, one of the four jags given to us is not turning it's respective motor. The light indicating the direction is toggling back and forth as commanded, however we are getting no response in the motor. Nothing. does anyone have any clue why?

Got an analog voltmeter? Set it for DC (the smallest range larger than 12V) and probe the suspect Jag's output and see what voltage you are getting for full command in each direction. Do the same for one of the Jags that is working properly.

Report what you find.
