Our team—our team leader in particular—is wondering what are the rules for objects extending past the bumper this year. I think he is considering designs that involve this, so our team would like to know the rules concerning it.

The manual makes the bumper rule very clear. You need to be able to define a bumper perimeter and at your starting configuration everything needs to stay within the perimeter.
