18 inches above the base is the deployment line. That's about 45-46 cm above the base. Deployment above that line results in a disabled tower.

Also remember, the Minibot can only be up to 30.4cmX30.4cmX30.4cm.

It also must always fit within a 12 inch cube, so a ~1m rod is out of the question since 1 m is equal to about 38.5 inches.
