I have a question regarding the following.

[G13]: Basketballs may not be intentionally placed out of bounds. Basketballs that inadvertently exit the side of the Court will be placed back on the Court approximately at the point of exit, at the earliest safe opportunity, by Court staff. Basketballs that inadvertently exit the Court over the Alliance Station Wall will be placed in the Corral.
Violation: Foul
- Rationale: The Robot missed the Basket and shot the Basketball over the wall. It makes sense to give control of the Basketball to their opponents, not put it back on the field in a place where it can be recovered and shot again.

If Red alliance was already holding the maximum number of balls without inbounding and Blue alliance shot 3 balls over the wall, and the new rules put the balls in the Corral, will the Red alliance receive penalties if they don't inbound 3 balls quick enough?
