I'm certain the GDC do think very carefully about what they write in the manual.
But as any
computational linguist will tell you, human language is a extremely imprecise form of communication. To be effective it requires a significant set of shared assumptions by all parties.
It's far easier to find ambiguity in the rules than to write them.
