Looks like it could be part of your pit display showing how to make a tank wheel with a sprocket and applying chrome to it.

i'm gonna say drive wheel, because of the sprocket. i think that unless the connecting sprocket is either very large, or spinning at a very high speed, this sprocket is for gearing down. and it looks a #25 sprocket to me, which would put the wheel dia. around 6".

I'd put money on it being a non drive wheel. That's some very thin sheet metal to start with. I sure wouldn't want to mill out spokes and then put them in my drivetrain where they'll be under a ton of load.
