The why? Because they want to do it and think it's fun.
In terms of the logo, approve or not, it's there and it's legal. Stop complaining and just follow it. If you don't like it, make a petition, I'm sure it's the most important thing that would be on their plates. As a side note, if anyone intends to use something like this as a fundraiser, I'm guessing that FIRST would like to know that something using their logo, name, concept, etc. is being used to make money.
