No, they updated it to say that if embroidery leaves the bumpers tough and smooth, it is legal. We too were dismayed after our original question was answered. However, we reasked specifically about embroidery, and were given more clarification. The thread we used last year held out better than the cloth on the bumper.

Per <R37>, Standard Bumpers must be covered with a tough, smooth cloth. If embroidering the cloth still leaves it tough and smooth, then embroidery would be acceptable.
