You never know. Cop might have a bad day and feels like being a hard @#$ and can pull you over for obstructing the flow of traffic if you're going 60 on a 65 mph highway and everyone is changing lanes around you. Sometimes a simple wave tends to distract them from their radar gun. Edit: It is probably safer just to go with the flow of traffic around you.
