Does that limit your team's ability to talk to politicians about more STEM funding, FIRST, etc. or am I reading it wrong? Mainly talking about the influencing legislation part.

No, because working with local politicians wouldn't be a substantial part of our activities.

I'm sure that if we devoted a significant amount of energy to such activities someone could call us out on it, but in the incredibly improbably chance that we found ourselves in a legal battle, I have a feeling that the fact that our main purpose (and main focus of our energies) is to build a robot for FIRST would force a ruling in our favor.

Plus, compare any time a team spends talking to local politicians to the amount of time spent working on the robot during build season, and I doubt anyone would label the former "substantial!"

Oh, so the idea there being, you aren't a lobbyist organization applying for nonprofit status.

Perhaps not local politicians, but I know of a couple of marketing and outreach managers who might disagree with you on some of those points...

What matters is if it's legally considered as such, not whether or not a team member feels they do a lot of work or not.
