Bumper Question

I hope I explain this so you will have an idea of what I am talking about, so here it goes:

We are looking to make a cover for our bumpers. We have our bumpers already made in red and we are looking at making blue covers, my question is can we use velcro to go around the frame as well as the bumper. It will not be visible but the cover will be secured with elastic and the velcro will be used wrap around the frame.

Here is a segment from the rule book:

must attach to the Frame Perimeter of the Robot with a rigid fastening system to form a tight, robust connection to the main structure/frame (e.g. not attached with Velcro). The attachment system must be designed to withstand vigorous game play. All removable fasteners (e.g. bolts, locking pins, pip-pins, etc.) will be considered part of the Bumpers.

Our bumpers themselves will be secured with nuts and bolts to the frame, we are just concerned about the covers.

Any help would be appreciated, you guys and gals rock!!
