[FTC]: Using Encoders in Labview

I am trying to figure out how to use encoders to drive the DC motors straight in Labview, but I cannot find anything about how to do this. I found one resource, "Phil's Encoder Tips," (http://www.chiefdelphi.com/media/papers/2179) but even after installing all of the updates (https://decibel.ni.com/content/docs/DOC-17997) I don't have the encoder sub-palette in my FTC toolkit palette that he refers to. Any idea of updates or extensions that I may be missing or a different method of using encoders would be appreciated. Thanks.
