Interpretations of rule at 3.1.5.2 Climb points needed.

Hello, My team and I were speculating about ways to climb the pyramid and ran into a slight gray area in the rules. Though I personally think we are over thinking things I want additional input.
At the end of section 3.1.5.2 "Climb points" it sates
Quote:
A ROBOT has CLIMBED its PYRAMID if it contacts the PYRAMID in

sequential order (Level 0, 1, 2, 3) during ascent and
no more than two (2) Levels simultaneously.
My issue is with the rule about entering more than 2 levels. According to the diagram below the levels each begin directly after the previous pole. Now the floor is level 0. So if a robot extends an arm above to level one's pole, it is technically touching levels 0,1,2 because the gripper used extend over the pole is now partially above it(in level 2). The same issue occurs when transitioning from one level to the next if a team is using some sort of double claw. If the first claw is holding onto the level 1 pole and the second grabs the level 2 pole there will again be components sticking above the pole into level 3.
So the question really becomes when is a robot considered to be in a level but not high enough to score. If it is the same as the interpretation above it will be extremely difficult to climb the pyramid.
