Dimensions clarification

Hi,
We have some confusing opinions on this, so hoping someone here can help clarify: Is it acceptable for a robot to be sized such that it meets the 112" perimeter limit up to 10" above the ground (ie: within the bumper zone), but have a larger perimeter above that height? So it would look like a large box placed on top of a smaller box that has a 112" perimeter. Yes, the whole robot would fit within a 54"-dia, 60"-high cylinder.
